As General Rapporteur and together with Dr Nadine Bitar, Ulrich was responsible for content of the ISOCARP’s 61st World Congress of City and Regional Planners in December 2025 in Riyadh, Saudi Arabia. Ulrich is Fellow of the Academy of Social Science (UK), member of the International Association for Safe and Ethical AI (IASEAI), the Expert Evaluation Committee for the Smart City Expo World Congress and of the VDBIO - German Association of Employees in International Organizations.


Ulrich is an esteemed Policy Analyst, Program Manager, Team Leader, Mentor and Blogger driving success for public and private institutions at local, national, and international levels. Based on his international experience he supports with professionalism, integrity and empathy Cities, Governments, and Non-governmental Organisations around the world in their cooperation, policy analysis, strategy and transition management in times of multiple challenges and opportunities. He is lecturer and mentor. In view of the change increasingly perceived as the age of artificial intelligence, he is especially interested in challenges at the interface between AI, cities and humans. Between 2020 and 2022 Member and from 2022 until the end of 2025 Ulrich  chaired the Scientific Advisory Board of ISOCARP.


His career launched during Germany's reunification in 1989, where he was instrumental in establishing new institutions in Dresden and Saxony after a peaceful revolution. Later he guided the EU, national, and regional governments through the complexities of EU eastern enlargement. He successfully manages urban and regional development programs including multi-country and multi-annual programs with 1000+ partners and a budget of 250+ million €.


As a United Nations envoy, he has advised governments worldwide on effective policy development and implementation. Since 2014, he has been an independent consultant, lending his expertise to over 50 countries. Currently based in Berlin, Germany, Ulrich has also completed multi-year assignments in New York and Nairobi." As Senior Institutions and Governance Expert he contributed in 2023 and 2024 to UN-Habitat's Quality of Life Initiative. With openness and curiosity as important drivers he keeps exploring and offer advisory services related to new challenges and opportunities for humans and their cooperation.
